I've had a similar problem in the past.
With my machine it was a dirty belt and drive wheel, I gave it a really good clean.

I can't officially answer that as I am not qualified - the water does not come into contact with the electrodes unless something goes wrong - that's the time it matters and I play on the safe side. I don't see any build up in my tube, perhaps my tap water is soft enough.
The conductive thing, is there any conducting going on in the water? or is that a safety issue?

My tube was arcing, at the positive connection
I have fixed it with silicon sealant, will it of done any damage to the PSU or tube?
Cutting is a bit less efficent than a couple of days ago, but my tube is getting old so it could just be that
